Office of the Mayor
Daanbantayan from fourth class to first class town.

Under the administration of then Maria Luisa Loot when the municipality of Daanbantayan has reached the peak from being a fourth class and a sleepy town to a first class.

When Loot elected into office in 1998, the town only has P26.5–million income in its coffers however, the income drastically increasing within her nine-year term as Mayor.

When the income reached P67.7-million, when Loot’s son, Mayor Sun Shimura, took over in 2007, the Bureau of Local Government Finance declared the town into a first class municipality.

In 2009, the income reached P89.2-million

The town has P76.5-million share from the national government as its Internal Revenue Allotment while the local collection only amounted to P12.8-million.

Local collections include real property taxes, business taxes and the income generated from the economic enterprises such as public market, slaughterhouse, municipal cemetery and bus terminal.


Office of the Sangguniang Bayan
Mayor Loot approves 40 Municipal Ordinances in her 3 terms

Having been in the local government unit of Daanbantayan for more than a decade, Inday Malou Loot, as the people love to call her, is instrumental in the enactment of vital municipal ordinances.

Loot was elected as first woman mayor of the municipality of Daanbantayan in 1998 with Jose de Leon, Jr. the vice mayor until June 30, 2004.

Record submitted by Sangguniang Bayan secretary Monalisa Ancao, the SB whose presiding officer was de Leon passed 75 ordinances composed of appropriation and non-appropriation ordinances.

There were 21 non-appropriation ordinances enacted and approved by Loot and 11 was approved by the sanggunian in first reading only.

In the last and final term of Loot as mayor in July 1, 2004 until June 30, 2007 and whose SB presiding officer was Mariano Diaz, the sanggunian passed 38 ordinances.

There were 19 non-appropriation ordinances enacted and signed by Loot while five was approved by the sanggunian in first reading only.

When Loot became the presiding officer of the sanggunian in July 1, 2007 up to present, the sanggunian passed 33 ordinances.

There are four non-appropriation ordinances enacted and signed by Mayor Sun Shimura and eight approved by the sanggunian in first reading only.

A lot of SB resolutions have been approved and passed by the sanggunian but Ancao only reported the ordinances passed and enacted since 1998 up to present.#

Daanbantayan hits P89M income in 2009

Inspite of the economic crises, the Office of the Municipal Treasurer was able to collect a total income for the year 2009 amounting to P89,291,509.13 representing income from the following:

Income from local sources exceeded the collection target by P821,637.09 with a collection efficiency of 106.85 percent. Annual target for local income is only P12,000.000.00 but the LGU collected P12,821,637.09.

Income from real property taxes, business taxes and from economic enterprises especially market, slaughterhouse, municipal cemetery and bus terminal contributed much in the increase in collection every year.

The Municipal Mayor and the Office of the Municipal Treasurer always look for different collection strategies that would contribute much in the revenue generation. Revision of Local Tax Code is on-going in order to increase more income in the coming years.#

CROPS SECTOR
Program : Promotion of Improved Crop Production Technology

HIGH VALUE COMMERCIAL CROPS (HVCC)

1. Crop Orientation/Training  / Demonstration Farms
Trainings / Seminars Conducted:

  - Practical Farmers Class on Sustainable Vegetable and Livestock Production Technology, sponsored by DECS, LGU through the Office of the Municipal Agriculture, barangay officials of Tinubdan, DA-VII, RCPC with 21 farmer graduates conducted January to May, 2008.

Conducted / facilitated seminar on Mango Production with 40 participants sponsored by Planters Product Inc. through the office of Municipal Agriculture on March 28, 2008.

Establish demo farm / on farm trials on crop production technology

Established / conducted one Demonstration Farm on Vegetables at Tinubdan from February to May, 2008

Established a 1,000 sq.m. Demo Farm on Vegetable Production at Barangay Malingin with San Isidro Farmers Association as project recipient. This is an on-going activity iniated and sponsored by East-West Company in coordination with MAO Office and Hon. Mamerto Q. Rodrigo, SB Chairman on Agriculture, who offered his lot for free for the said project.
• Promoted organic farming through the use of organic fertilizers such as animal manure, vermicast, compost using trichoderma and other organic fertilizers thereby producing chemical-free farm products.

• Conducted Farmers Field School (FFS) on Integrated Pest Management on Vegetables at Pajo, Daanbantayan, Cebu with 35 farmer-participants. The said season-long training course is a joint undertaking of the Department of Agriculture-RFU VII, Provincial Agriculturist Office-Cebu Province, the Local Government Unit of Daanbantayan thru the Municipal Agriculture Office and the Barangay of Pajo

Distributed a total of 73,408 sweet potato cuttings with 116 farmer-beneficiaries.
• Provided 266 grafted mango seedlings to 7 farmers thru the Plant Now Pay Later program of the Department of Agriculture-RFU VII.
• Launched the Gulayan sa Barangay thru Project SUN (Sa Utanun Nagmalambuon) with the theme:
M – atag talad kan-anan
A – dunay abunda
L – ab-as
O – rganikong
U – tanun alang sa matag Kandayan-on
One of the components of the said project is the establishment of 3 units Greenhouse with drip irrigation system at the demonstration farm area, TESDA Compound, Guimbawian, Poblacion, Daanbantayan, Cebu. The said High Value Commercial Crops (HVCC) facilities with training package cost P350,000.00 are provided by the Department of Agriculture, RFU VII thru a Memorandum of Agreement signed by DA Regional Director Ricardo D. Oblena and Mayor Sun J. Shimura. On the other hand, the counterpart of LGU-Daanbantayan for the said project is only 20% of the total project cost.

The season-long training on Vegetable Production under Greenhouse and Open-field Farming Technology started on November 18, 2009 and will end in February, 2010. The said capability development intervention is conducted jointly by the HARBEST Agribusiness Corporation and the Municipal Agriculture Office. Fifty seven (57) farmers participated in the said training sponsored by their respective barangay councils.

CORN
1. Conducted the Farmers Field School on Integrated Pest Management on Corn at Barangay Tinubdan, Daanbantayan, Cebu with a total of 25 farmer-graduates.

The FFS on corn was a joint undertaking of the Regional Crop Protection Center (RCPC) – Department of Agriculture-RFU VII, the Local Government Unit of Daanbantayan and the Barangay Council of Tinubdan.

2. Facilitated the conduct of Corn Husk Utilization Seminar (Municipal Level) on May 13-15, 2008 with 24 participants representing 7 barangays. This was a joint undertaken of the Department of Agriculture-RFU VII, the Office of the Provincial Agriculturist and the Local Government Unit of Daanbantayan through the MAO Office.

The said seminar was re-echoed at the barangay level for the period July 21 – November 10, 2008. Each barangay is assigned specific product/s out of corn husk to specialize on.

3. Distributed a total of 72 bags of OPV seeds to 121 farmers covering an area of 72 hectares;
• Distributed 20 bags (20 kilograms/bag) OPV Var. 4 corn seeds to 37 farmer-beneficiaries covering a total of 20 hectares.
• Promoted biological method of pest and disease control in corn through the distribution of 400 trichogramma cards and 50,000 earwigs with a total of 17 farmer-beneficiaries.
• Provide technical assistance to farmers in crop production, pest and disease management.
• Monitored and gathered data on the yield of Corn.

SOILS AND WATER RESOURCES

   30 heads goat at Barangay Malingin, ARC Bitoon and 4-H Club Bitoon

   30 heads cattle at Barangays Tominjao, Lanao and Paypay

• Conducted artificial insemination among 33 heads of cattle with a total calf-dropped of 10 heads.

• Developed a 50 linear meter forage and pasture area for livestock.

• Performed animal treatment on the following:

• Conducted Swine Raising and Disease Management Seminar with 16 participants on January 24, 2009 in coordination with UNIFEEDS.

• Facilitated the Pound Management Seminar in collaboration with the Office of the City Veterenarian, Cebu City on July 8-9, 2009 with 37 participants serving 14 barangays

• Updated Livestock and Poultry Baseline Data Profiling through the conduct of a survey covering a total of 16 barangays.

• Conducted massive vaccinations against hemorrhagic septecemia in barangays Bitoon, Talisay, Paypay, Agujo and Maya on March 4- 10, 2008. Of six barangays, 146 heads cattle, 58 heads carabao, and 84 heads goats were vaccinated.

• During the year 2008, minor ailments of livestock were taken cared of totalling to 35 heads cattle, 8 heads carabao, 7 heads goat and 13 heads swine.

• Anti-Rabies campaign and outreach program was conducted last March 31, 2008 in barangay Poblacion and 100 heads of dogs were vaccinated and 11 heads were castrated.

• Veterinary Outreach Program was also done in barangay Tinubdan last April 29, 2008 with the assistance of the Office of the Provincial Veterinarian.

• Farmers class on Livestock Production was conducted in barangay Tinubdan last April – May, 2008 with a total of 21 participants.

• Seminars were also conducted to livestock raisers regarding Swine Management last June 20, 2008 with 32 raisers and on October 08, 2008 another seminar was also conducted about Common Diseases of Swine with a total of 40 participants.

• For the period January – December, 2008, there were 73 cattle and 3 heads carabao inseminated thru Artificial Insemination (A.I). Total calf drop during this period were 38 heads.


FISHERIES SECTOR

Program : Marine Fisheries Development

Promote the construction  of multi-gear fishing operation.

Law Enforcement
Registration of Municipal fisherfolks  boat and gear.
Registered a total of 503 fisherfolks, 387 boats and 415 fishing gear in the light of proper utilization and management of municipal waters.
Conducted 2 seaborne patrols as part of the coastal resource management and law enforcement.

Coastal Resource Management
Assist PENRO in the rehabilitation of mangrove area at Malapascua Island thru planting of 2,000 propagules.

Facilitated the Coastal Clean-up and Planting of Mangroves (600 seedlings and 1,400 propagules) at barangays Talisay and Tominjao on October 25-26, 2008 in line with the “ONE MILLION MANGROVES FOR CEBU” Program of the Provincial Government of Cebu.

The said activity is a joint undertaking of the USJR Environmental Law Students, Provincial Government of Cebu and LGU – Daanbantayan thru the Office of the Municipal Aricultural Officer and MENRO. A total of 200 students, staff, fishermen, and barangay officials and residents participated in the said fishery development project.

Monitoring of mangrove area (10.0 has.) and 4 sites of mangrove protected area.

Assist MENRO in facilitating the planting of Mangroves in cooperation with the Barangay Council of Talisay, CSCST-Agujo Campus, Fisherfolks, and RIC members of Talisay, Daanbantayan, Cebu.This activity was part of the  Earth Day Celebration on April 24, 2009

Conducted Coastal Clean-up in 6 Barangays

Fish Processing Seminar held at Talisay, Daanbantayan, Cebu on June 16 – 17, 2008 with a total of 18 participants

Conducted Coastal Resource Management Planning to MFARMC members on November 27, 2009.

Facilitated the conduct of the Briefing-Orientation on the Municipal Fisheries and Aquatic Resources Management Council (MFARMC) on June 30,2009 with 60 participants.

While it continues to implement its regular programs and projects, the Office of the Municipal Agricultural Officer also envisions translating its resources and efforts towards creating an area development centers for agriculture and rural development at barangays Lanao and Bitoon. As such it shall:

Provide support services to farmers of Lanao to maximize the potential of the irrigation project of the National Irrigation Administration (NIA) covering an area of more or less 17 hectares. Hence, the following milestones:

- Strengthen and capacitate the Lanao Irrigators Association and other rural-based organizations to be able to respond and carry out activities or projects that would intensify benefits and create economic opportunities to its members and that of the community.

- Facilitate the establishment of three (3) units Greenhouse with irrigation facilities for a sustainable production of vegetables and other high value commercial crops.

- Conduct Season-long Training on Vegetable Production using Greenhouse and Open-field Farming Technology with 50 farmer participants.

- Develop 5-10 hectares of land for vegetable production and other high value commercial crops involving 100 farmers.

- Develop a five- hectare lot for rice production with prospective 10 farmer-cooperators with an average production of 3.0 mt. /ha.

- Promote the production of sweet potato among 50 farmers covering an area of 5-10 hectares with an average production of 6-8 m.t./ha.

- Assist 25-50 sweet corn farmers thru training and farm input assistance with a total area of 5 hectares and an average production of 4-5 m.t./ha.

- Promote tilapia/hito production involving an initial of 10-20 families.

- Integrate poultry and livestock production in their farm activities to include among others the following:
• Swine dispersal (20-30 heads with 5 beneficiaries)
• Goat dispersal ( 2 pockets with 12 recipients)
• Cattle/carabao dispersal (2 pockets with 12 recipients)

- Facilitate the establishment and maintenance of a 0.5-1.0 hectare of forage area as source of planting materials.

Develop a 5 hectare lot for an integrated agricultural development area at Barangay Bitoon involving agrarian reform beneficiaries to include among others the following agri-based enterprises;
- Egg production project involving 20 families with an average of 1000 birds/family or a total of 20,000 layers rose for said project.
- Vegetable production with training and farm input package serving a total of 20-25 families.
- Hybrid corn production package involving 5-10 families.
- Peanut production with training and input assistance with 3-5 farmer-beneficiaries.
- Lakatan production with training and farm input support with 3-5 families served

The Office shall also adopt development strategies to implement the following  priority programs/projects, thus:

Promote the adoption of the Gulayan sa Barangay thru Project SUN (Sa Utanun Nagmalambuon) among the 20 barangays of the municipality of Daanbantayan. Project interventions shall include  the following:
- Conduct information and education campaign on Gulayan sa Barangay Project.
- Provide farm inputs (seeds) and technology thru training to the participating barangays.
- Assist barangay council in the establishment and maintenance of a 1,000 sq.m. lot for vegetable production to showcase different technologies and to facilitate massive adoption of said technologies at the household level /community.
- Tap line agencies such as the Department of Education, Department of Interior and Local Government etc. and private company/individuals to provide inputs and other support services.
- Conduct monitoring and evaluation and facilitate awarding of prizes to project winners.

Improve the animal production and health management services thru :
- Procurement of Artificial Insemination (A.I) facilities/equipment and improve the delivery of A.I services among the 18 barangays.
- Establishment of a mini-swine breeding station for A.I purposes.
- Intensification of Rabies Control Program through registration of dogs with dog tag and regular vaccination.
- Promotion of the registration of small and large animals with vaccination and ear tag package.
- Improvement of municipal forage nursery to be able to supply/provide assorted planting materials to livestock raisers.
- Strengthen and further train the Barangay Animal Health Aides (BAHA) in order to improve animal health services at the barangay level. And if possible, provide incentives for their services.

Improve coastal  resources management thru employment of the following:
- Strengthen the Municipal Fisheries and Aquatic Resources Managemen
Council (MFARMC) and revitalize fisher folk organizations to be able to do their function being the government’s partner in the effective conservation, management and development of municipal waters and marine resources.
- Intensify efforts towards the registration of fisher folks, fishing vessels (3 tons & below) and fishing gears based on E.O 305.
- Assist in the establishment of  5-10 fish sanctuaries among the 15 coastal barangays.

One of the key strategies under this program was to sustained the operationalization of the Ecological Solid Waste Management Board of Daanbantayan chaired by the Hon.  Mayor, Sun J. Shimura with Hon. Vice Mayor Maria Luisa J. Loot as Vice Chairman.

Major Solid Waste Management Activities undertaken and pursued by ESWM BOARD ;

(1) Reduction of waste at source, generated waste usually come from the households particularly kitchen waste. The best option is to prefer products that are durable and non disposable products and stop buying products that are not necessary at that instance.Segragated waste from household are subject for collection at the Barangay Level.

(2) Recycling, there’s a limit to everything we use but they can be used over and over again, in this manner, Recycling is to utilize items in our households into productive items we habitually throw away. the incentives on recycling was the opportunity to avail livelihood for the end users, incentives in the barangay material recovery facilities and would generate income to the small entrepreneurs, junk shop operators and the proposed Livelihood Options, Opportunities, Training and Ecology Center of the Local Government Units of Daanbantayan.

(3) Processing Biodegrable, Composting converts biodegradable wastes into soil conditioners or organic fertilizer from waste. Some farmers were already using organic fertilizer such as compost from farm waste and vermi cast from household waste using vermiculture. This practice of soil enhancement increases the humus content of soil and its water holding capacity. This practice eventually leads to the enrichment of soil characteristics making it capable of supporting crops and vegetables thus increasing its crop yields and income of marginal farmers. Malingin National High School and Tominjao National High School has introduced vermi composting on its school solid waste management. Vermi-Composting is a promising livelihood to support the Gulayan project of our municipality and the “Kwarta sa Basura, Pagkaon sa Lamesa’.

Waste Disposal
The days of “collect and throw away” method of waste management disposal in Daanbantayan are numbered. The propose procurement of compact truck and small dumptruck to augment the present units for efficient solid waste collection.

The implementation of “No Segragation no Collection Policy” has gained the support of the main households although some resistance is prevalence, the LGU have continuously conduct IEC to the different schools and barangays. Diversion of solid waste for composting had reduced solid waste collection by 10%, although way below the mandatory requirement under RA 9003, positive results were noted and gaining support.
         
The accomplishment of solid waste management project in Daanbantayan was based of the SANITATION Code of Daanbantayan 2005, at that time the LGU has started to mold an organizational structure for solid waste management. Inefficient as often unreliable collection and transfer system for solid waste start to improved, little understanding of ecological waste practices in the municipality and prevalence of inappropriate practices of waste disposal begun to slowly change due to series of information dissemination and education, including series of workshop provided by the Local Government of Daanbantayan under the administration of the former Mayor, now the present Vice Mayor, Hon. Maria Luisa J.Loot.

The chairman, Hon. Mayor Sun Shimura of the Ecological Solid Waste Management of Daanbantayan has been very supportive to Academe and Institution that practice and adopt ESWM Program. Malingin National High School was one of the schools supported by the ESWM program of Daanbantayan by provision of financial grant for its composting facilities.

Thru its sub program, the Ecological- Solid Waste Management Program (ECO-SWAM PROGRAM), as a result, the school was awarded “Best in Waste Depository” for the school year 2008-2009, initiated by Cebu Provincial Government and Department of Education, Division of Cebu Province, for the school year 2009-2010. The school garnered the “first place for the 2009 Regional Search for “Sustainable and Eco-friendly School” secondary level for Central Visayas” sponsored by Environment Management, Bureau of Department of Environment and Natural Resources in cooperation with the Department of Education and Smart Communications. It was also awarded as Regional Best Implementers of the Food Security Program for school year 2009-2010, awarded by Student Technologist and Entrepreneurs of the Philippine Regional Skills Development and Competition (STEP-RSDC)

The Malapascua Island experience was a success story based on the idea that solid waste management programs should take into considerations the physical and socio-economic conditions of the covered communities. The leadership of the Honorable Barangay Captain, Rex Novabos and the support of the Malapascua Business Operators Association, Inc. and its president Mr. Alfred Lua, plus the collaboration of the Department of Tourism, its Community Organizer, Ms. Analy Patindol, provides a clear roles and responsibilities of the concerned stakeholders and households. Being a prime tourist destination, Malapascua is the Crowning Glory of the Municipality of Daanbantayan, that every stakeholders has to consider the hierarchy of waste management techniques, using indigenous and doable actions on the fragile ecosystem of the Island, taking into consideration the economic aspect of Tourism, believing that all sector are fundamentally responsible as waste generators and must bear the cost of its disposal and management.

Malapascua Island

The LGU of Daanbantayan has instituted Good Governance to sustain its Ecological Solid Waste Management to confront the challenges of environmental protection, health and sanitation, ecology and bio diversity, and resource conservation. Hon. Mayor Sun J. Shimura and the  Municipal Vice Mayor under the mandate of R.A. 9003 of 2000, the “Ecological Solid Waste Management Act”, have initiated and provided  strong local government support and good efforts and solicit compliance in forceful implementation yet in its simplicity, has drawn community participation and involvement among the majority of the barangays. Barangay Pajo stand one in religiously complying solid waste management practices on its weekly Barangay Clean Up ably supported by its constituents thru its Brgy. Capt. Hon. Letty Perpetua.

Daanbantayan is one of the growing and urbanized Local Government Units in the Province of Cebu. Being a first class municipality, it goes along economic growth and social infrastructures and brought changes in lifestyle and social behavior among its constituents which resulted to increased generation of Domestic and industrial waste. Ecological Solid Waste Management is a development priority of the Mayor Sun J. Shimura and the Vice Mayor Maria Luisa J. Loot, necessity demand that ESWM Plan has to be in place and operational,  In preparatory for the rapid growth of population and solid waste generation when the RORO port will be operationalized and the realization of the Daanbantayan Water District and the proposed Daanbantayan Airport.

Proposed Action for the next 3 years
LGU implementation of ESWM Plan- (Proposed)

1. Massive Information and Educati0n Campaign (IEC) of ESWM and creation of ESWM Speakers Bureau.
2. Enactment of enabling laws, ordinances and resolutions supporting to the Ecological Solid Waste Management.
3 Improve management and approaches in garbage collection and mandatory reduced garbage collection through installation composting facilities and MRF including Establishment of Landfill.
4. The creation of Livelihood Option, Opportunities, Training and Ecological Center for Daanbantayan (LOOT- Ecology Center). This center will provides as the central MRF of  Daanbantayan and to enhance supervision and management of recyclables from barangays and participating schools. A center for composting  using vermin culture and open composting and soil enhancers.

This Livelihood Options ,Opportunities, Training and Ecology  Center will serve as learning center for ESWM and will provide job and opportunities for the women and youth sector as waste segregator, waste recyclers and employed as composters in support to farm initiatives of the Municipal Agriculturist Farm programs using organic fertilizer.

COASTAL RESOURCE MANAGEMENT IN BROADER PERSPECTIVE
CRM as basic services in Daanbantayan.

The coastal ecosystem of the Local Government of Daanbantayan is one of the productive, rich in bio diversity and biologically diverse in our country. It is strategically located at the Visayan Sea Corridor enjoined by Camotes Sea and part of Tañon Strait protected seascape mere mention of the Municipality Daanbantayan, project an image of pristine beaches white sand and tropical haven of dive sites. It has the 2nd longest coastline in the province of  Cebu, with (5) coastal barangays are within the Tañon Strait Protected Seascape.

The passage of the n1991 Local Government Code and 1998 Fisheries Code, provide a broad range of power and responsibilities to the Local Government Units, like  other LGU’s, Daanbantayan under the leadership of Hon. Mayor Sun J. Shimura and the Political will of the Municipal Vice Mayor, Hon. Ma. Luisa J. Loot, and in order to exercise these powers and assume this responsibilities. Coastal Resource Management was incorporated as basic services like Health as priority services including Education, Solid Waste Management and Coastal Law Enforcement.

The need for protection of coastal resources and their benefits to the stakeholder was manifested on the establishment of three (3) marine protected area:

1. Gato Island Sea- snake and Fish Sanctuary
Established in the year 1997 under Municipal Ordinance No. 394- series of 1997 declaring the whole Island and immediate habitats and adjoining areas declaring as sea-snakes and fish sanctuary.

2. Monad Shoal Protected Areas         
Established in the year 2002 under Municipal Ordinance No. 267 series of 2002 with an area of 112.1 has.
3. Lapus-lapus Islets Fish Sanctuary
Established in the year 2002 under Municipal Ordinance No. 267 series of 2002 with an area of 36.84 has.

These marine conservation measures was a manifestation on the continuing efforts of the former Municipal Mayor and   the present Municipal Vice Mayor Ma. Luisa J. Loot, ably sustained by the present Mayor Sun J. Shimura, who is committed in marine conservation and in managing Impacts of Developments in Coastal Zone of  Daanbantayan, Due to the increase in human settlements along built up areas and influx of commercial establishments being a first class municipality, our LGU has to solicit important approaches from DENR and other National Agencies including Academe and Technical Expert for reference which can be used as   tool for environmental assessment  to evaluate the Impact of Development and workable solutions to prevent and avoid destruction and pollution on our Coastal Resources.

Protection and Maintenance of Our Coastal Habitats

The values of our coastal resources are based on the healthy condition of the three habitats namely, Mangroves, Seagrasses and Coral Reefs. Mangrove Rehabilitation  were undertaken in Barangay Talisay with the collaboration of Cebu Technical University. Daanbantayan  Campus.  Faculty and students, and Mrs. Yolanda Demecillo, and  the support of the Barangay council of Talisay under Brgy. Capt. Charles De Puyat.Trainings, Workshops and Seminars are on going in support on this project to assess and protect this Habitats  for the next generations.

Daanbantayan has long been in the tourism map because of the popularity of Malapascua Island especially in European countries. Unless the island is phased out and the famous Thresher sharks would have gone away, tourism activities shall continue to bloom with the necessary facilities and infrastructures now in the blue print be in placed.

This is why during the term of then Mayor Ma. Luisa Loot, the position of the Tourism Operations Officer was created by virtue of Sangguniang Bayan Resolution No. 05-2004 to supervise and monitor the operation of Malapascua Island as tourist destination.

Of all the local government units in Cebu province, Daanbantayan if not the only the municipality has able to create the position.

Needless to say or promote further Malapascua Island, it has already been promoted worldwide through the net and we are just recipient of tourists coming in having also heard it from their friends.
